Joyce is an accomplished global public sector procurement counsel whose dynamic career spans nearly two decades advising large and small commercial clients in private practice and in-house at global technology companies. Joyce has successfully litigated protests before the U.S. Court of Federal Claims and the Government Accountability Office.

Joyce was previously an in-house attorney at Facebook and Microsoft Corporation for nearly a decade, focusing on government contract compliance. She helped the business identify and mitigate risks, while providing balanced legal advice in a complex, fluid environment and promoting a culture of corporate compliance. She worked significantly with all business units ranging from services and support, hardware development and production processes and cloud solution architecture (from physical infrastructure to software architecture) incorporating National Security and other relevant regulatory compliance, throughout.

Joyce designed and implemented worldwide Public Sector government procurement compliance programs to proactively address the risks associated with sales to government entities. Through these initiatives, she identified and investigated potential non-compliance with various government regulations and aided these organizations in crafting their operational response to these concerns. Joyce’s in-house experience provided her invaluable insight on how best to motivate, guide and collaborate with cross-functional business stakeholders, often with divergent priorities.

Joyce began her career as a government contracts and grants attorney at a global law firm where she represented commercial companies conducting business with government entities. Joyce served as the subject matter expert for government contracting inquiries within the firm. Her previous clientele includes novice commercial companies from all industries (technology, manufacturing, and professional services) to experienced defense contractors. Joyce counseled those clients on a variety of government contract issues, such as ethical and corporate compliance, product sourcing compliance (the Buy American and Trade Agreements Acts, as well as the Berry Amendment), intellectual property, acquisitions of government contractors, bid protests and claims.

Joyce has been a frequent panelist for National Contract Management Association (NCMA), speaking on matters pertaining to regulatory compliance and government contracting best practices.
