Kevin advises fintech, digital asset, bank, and technology clients on the regulatory design, launch, and scaling of innovative financial products and platforms. His practice focuses on banking, payments, blockchain technology, digital assets, and financial market structure, with particular experience navigating bank regulation, money transmission, BSA/AML, and securities, commodities, and derivatives regulatory issues.

Kevin helps clients address legal and policy issues involving:

  • Digital asset trading and market structure, including securities, commodities, and derivatives regulatory issues, SEC/CFTC jurisdictional questions, and trading, custody, and settlement models
  • AI/agentic tools in payments and other financial services

  • Chartering, licensure, and registration for regulated businesses, including banks, broker-dealers, investment advisers, custodians, and money transmitters/money services businesses

  • Bank-fintech commercial partnerships, including third-party risk management
  • Mergers, acquisitions, investments, and regulatory diligence involving fintech and digital asset companies

Kevin brings private practice, in-house, and government experience to his work. He has served as chief regulatory officer at a blockchain technology startup, as an attorney at the Office of the Comptroller of the Currency, and as counsel to the U.S. House Financial Services Committee.
